The Council of Coin
The City Council of Ptolus is colloquially known as the Council of Coin, a reflection of the fact that in Ptolus, gold buys political longevity. While the Imperial Commissar, Igor Urnst, holds absolute martial authority from Dalenguard, the day-to-day governance, taxation, and trade laws are dictated by this council.
Permanent Seats: The Inner Circle
The true executive power of the Council is concentrated in three traditional, non-mercantile pillars of the city, alongside one rapidly rising wildcard.

(The Commissar): The supreme military leader of Ptolus and representative of the Western Empire Kingdom. He controls the City Watch and has the final veto on council decisions. Mechanically, he is a high-level Fighter (Tactician) who approaches city management with military precision.

Kirian Ylestos (Prince of the Church): The ambitious, politically minded leader of the Church of Light in Ptolus. He uses his seat to aggressively push the Church’s agenda and enforce Imperial orthodoxy.

The Mother Superior (Sisterhood of Silence): The silent leader of the city’s premier monastic order. She rarely attends in person, instead sending a high-ranking member of the Sisterhood accompanied by a male eunuch translator to cast her votes.

Sorum Dandubal (Guildmaster Delver): The head of the Delver’s Guild. He represents the newly rich adventuring class. His sudden rise to power and demands for adventurer rights have made him a hated adversary of the other three permanent members.

The following ten houses hold hereditary seats on the council by ancestral right, dating back to the founding of the Tarldet Plains Ruling Council before the Western Empire’s expansion. Their alignment & influence, shape the political battlefield.
House Abanar

House Profile: The wealthiest mercantile house on the council, though universally despised by the older aristocracy. Abanar is unique because it treats nobility as a commodity—wealthy merchants can buy a minor noble title and a place in the house for 10,000 gp. Dered is on his deathbed, and his numerous children are actively sabotaging one another to inherit control of the house’s vast trading empire.

They act as a heavily armed, highly conservative political anchor on the council.

House Khatru

They are the bitter political enemies of House Sadar. Rumors circulate that the sinister House Vladaam is actively plotting to assassinate the remaining Nagels to seize their council seat.

With steam-powered pumps, firearms, and clockwork marvels returning to Ptolus, House Shever’s seat on the council is rapidly gaining massive leverage.

They use their council seat to stall legal investigations into their corporate fronts and noble estates.
