Overview

Borlon is a sprawling, heavily fortified port city anchoring the bustling northern coast of Oen Island. Originally constructed over a century ago as a vital stronghold for the Western Empire, it was left to its own devices when the empire abandoned the archipelago. For eighty years, the city thrived as an independent entity, developing its own domestic shipbuilding industries and unique local royalty.

Everything changed twenty years ago when the Timro Royal Navy arrived in overwhelming force. Executing a strategic, systemic annexation, Timro seized control of the city’s vital infrastructure to secure a permanent military and economic gateway into the Floenry Isles. Today, it is a bustling, tense colonial hub where ancient imperial stone structures house a massive population of sailors, merchants, indigenous laborers, and occupying soldiers.


Current Power Structure

The Occupying Authority: Constable Anya Volkov

Absolute military and administrative rule over Borlon is held by Constable Anya Volkov (Anya Volkov). A severe, imposing Northern native and a seasoned Fighter with twelve years of distinguished service in the Timro Navy, she governs the city with iron-clad discipline and an unmistakable northern(Russian) accent. From her seat of power, she manages the heavy military garrisons, oversees regional taxation, and directs navy patrols under the auspices of “maintaining Timro security interests” across the northern waters.

The Civil Authority: Head Sheriff & The Local Guard

To prevent total civilian revolt, Timro preserved Borlon’s domestic civic infrastructure. Everyday municipal laws, civil crimes, and domestic policing among the civilian populace are handled by the native Local Guard, led by the city’s Head Sheriff. While the Sheriff maintains peace in the streets, they ultimately report directly to Constable Volkov, creating a strained relationship between the local watchmen and the occupying Timro soldiers.

The Captive Royalty

The descendants of the original nobility who ruled Borlon during its eighty years of golden independence still reside within the central keep. However, their sovereignty is gone. They exist in a state of polite exile and gilded confinement within their own ancestral castle. While Timro permits them to retain limited, ceremonial diplomatic functions and civic duties to appease the populace, their every move is heavily monitored by colonial eyes.

The economic lifeblood of Borlon. Once the pride of the city’s independent merchant class, these massive dry docks and timber yards have been completely requisitioned by the Timro Crown. It is currently operating under maximum security, dedicated to repairing Timro warships and refitting colonial supply vessels.

The Island Fort & The Lighthouse

Sitting as an iron wedge at the mouth of the bay, the Island Fort completely commands the harbor with heavy naval artillery. The connected Lighthouse functions as a crucial navigational beacon and a heavily fortified outpost. It currently serves as the strategic base of operations for Captain Marcus Renault (Marcus Renault), a highly disciplined, buttoned-up Timro Special Investigator sent from the mainland to audit the garrison.

The South Forts & Central Keep

The defensive fortifications anchoring the landward perimeter of the city. These positions are entirely manned by elite Timro infantry to guard against any sudden northern push from the insurgent Order of the Indomitable Shield hiding in the island’s interior.
