*Gioto Province (commonly known by its fallen capital, Waterfall) is an ancient, wealthy agricultural territory defined by dramatic, unscalable seacoast cliffs and rushing rivers that has been violently captured by the militant Free Slave Coalition. Historically celebrated as a 4,000-year-old premier producer of Western spices whose massive stone settlements, island-fortress networks, and waterwheel grinding mills were sculpted through the collaborative elemental magic of Earth and Water Warlocks, Wizards, and Diabolists, the province’s advanced infrastructure has been completely repurposed by the uprising. Under the Coalition’s absolute rule, the territory has become a living hell for the native human, elven, and dwarven populations—most of whom have been brutally massacred, with the desperate survivors forced into hard labor to keep the twelve massive spice-grinding factories and automated aqueduct pump systems functioning. Perched on the literal edge of the sea, the provincial capital of Waterfall—a grand metropolis of 350,000 residents rising from water-washed stone in the middle of a major river—now serves as a heavily fortified, isolated rebel bastion. Hidden among the sprawling roads and cliffside outposts, a desperate, severely outmatched counter-insurgency faction of ancestral refugees fights a guerrilla campaign to reclaim their stolen homes; however, entirely cut off from any outside friendly imperial support and trapped against a sheer, vertical coastline, their desperate rebellion appears inevitably destined to fail.
